Can't Edit Forms or Get email notifications

I am not able to edit the forms on our site and it’s not emailing when a form is submitted.

I can see the entries and the list of forms.

I have disabled all plugins and still the same issue. I plugin is verified with the most recent updates and license.

Not sure how to fix this.

I can only edit the forms I’ve built in IE and not Chrome, Firefox, or Safari.
