Browse Button Not Showing Up

I am trying to use the upload feature, but the browse button is not there.

I had a look at the troubleshooting guide for the same issue as noted above without success.

The screen grab shows the issue i am having with the browse button not showing up.

There are two of us. the first person managed to fix it mine still does not appear.
