Cant get the submit button hover to respect the global css

Hi Ally,

I have added this css to submit button hover .. but it doesnt seem to respect it? I also tried this css to submit button active.

background-color:#ffffff!important;
border: 2px solid #d66e3b!important;
padding:10px 0px!important;
color:#000;

What have I done wrong?

The hover is orange background, white text.

Please see screenshot. I cleared the cache. Do you see a bright orange on hover for the submit button?
