Disable background images for mobile devices?

Hello, I found out that many people have pretty slow devices so when they are visiting our site it works really slow in many cases so I’ve been wondering how to:
1) disable background images for mobile devices
or
2) somehow change the image quality so they are not that big (for example by setting a separate image set with lower esolution or something useful)
