How to Only Send One Email Auto Reply within a Certain Time Period?

I have over 25 forms on my site. Some users will submit 1 form but many users will submit multiple forms. I don’t know which users will submit which forms. I need to have the email auto reply set up so that even if a user submits multiple forms they only receive 1 auto reply email within a certain time period (ex: 12 hours) and don’t get inundated with 25 auto-replies to their inbox.

Can someone please help with this?
