language Problem in Date

Hello,
I have set Form language as French Canada, But Date is still displaying in English.
Any solution to this issue?

Hi,
The WordPress Language is English United States, Since our site is a French site but the Admin section is monitored by English Web Developer.
So we need French date value when inserting date into email template
here is the screenshot
