Minimum Number of Responses?

We have a rather long form at http://mountpleasantmagazine.com/bestofballot/ made with Quform 1.

The Voter Info section is composed of all required fields for people to vote in the 5 sections below. For a vote to be valid we require a minimum of 15 votes entered below in the different categories: Shopping & Goods, Food & Drink, Entertainment & Leisure, Local Personalities & Services, and Health & Wellness.

There are 5 categories but its not important how many votes are entered in each category, just that each person makes 15 votes in total.

How can we show an error message if 14 or fewer votes are not made entered?
