New Labels Global

Hi,
is it possible to Add Global new Labels. For example 4 Labels instead of the 1 Starred Label
When we Duplicate a Form the Label will not be duplicated.
So we have to add every new Form 4 new Labels. (we need in all Forms the same 4 Labels)
