Open Overlay Window for Terms

I have a field in checkbox for user to accept the Terms of Use. In label I have hyper link the Terms of Use to another page. Can you guide me how to I open this Terms of Use in overlay window? What should use in code?

hi Ally, I tried your method is work fine. Can you teach me how to make the overlay display nicely on mobile responsive? If may mobile smaller there is left right scrolling. Can make it fit?
