Post form data to another page

I used the guidelines from this page; https://support.themecatcher.net/quform-wordpress/guides/integration/send-form-data-to-another-script

I wonder is this code re-posting the form data to the URL? Or just re-direct?

I’d like to re-post the form like using “action=” tag of form.
