Problem with Conditional fallback

Hello we have a problem with Conditional fallback.

We have created a form with a recipient based on postal codes. We have a problem when it comes to an off-list postal code.

The Conditional fallback functionality seems not to work.
Recipient email unconditionally works.

We have tried several different email addresses but the problem persists

Can you please help ?
