quform.css not loaded on second form

I have a fully working quform on one page but when I try to add the same form to another page the quform.css is not referenced and so all form styling is missing. Ic an manually add the css reference but this is not how the plugin should work.

Further: on the original working form I have a recapture v3 fully functional, however on the second form the recapture always reports ‘this field is required’.

Yep that did it for both issues.
I still have the script/css loading restricted but it is now for both pages.
