Recipients dependant on select box options

I have a bit of a confusing request from a client. It is almost answered in the documentation under the ‘Different recipients per subject’ section.

However, my client has asked if the recipients can be declared by selecting two options. i.e:

Location and Subject

So, if they select a certain location and a certain subject it goes to a specific email address.

Is that possible?
