Select users from WP_users

So thing is im using this as a registration systems for fishes.
But somtimes admins wants to submit their own things into it and select the user.

Im then trying to use a dropdown list (that gets info from wp_users)

So a dropdown list with predefined users to select from a dropdown list.
I been googling around and tried to use html form and wp_dropdown users.

So hope to get some help on this! Thank you so much for a awesome product!
