Send if Terms been accepted

How do I show “Send” button if Terms and Conditions has been accepted?

I wanted CAPTCHA to be shown if Terms acceptance has been selected but I cannot make CAPTCHA a required field.

OR even better – is it possible to make the SEND/SUBMIT button Conditional Logic enabled – if a checkbox is ticked then the submit button will show / not show?
