Send submitted form to a specific user

Hello there,
I’m a codecanyon customer of yours.
and i need a help of something if that’s possible.

I have a form that contains textbox and 1 drop down menu and a upload file field.

in the drop down menu i have : department 1 department 2 department 3

I would like when submiting the form (for department 1 for example) the form will go as an email to the User : Jim for example.

It’s like a ticket system.

I hope this is something possible to do.
