Sending an email to the user after Label Change

Hello,

I was just wondering if there is any way to send an email to the user who submitted a form after I select a label in the entries? For example, I set the label of an entry to “Approved”, the user would receive an email letting them know they were approved. I’d be willing to pay for the custom edit if someone would be willing to help me out.
