Fixed header?

If I want to fix the position of the header so that it doesn’t scroll up, where do I look to alter the code? It’s the small 10-20px space at the top that I want to nix.

I’ve exhausted my trial and error, so help would be appreciated.

I got rid of the space, but the scroll wheel moves it up a bit, and I want to stop that action.

Any clue what code to tweak? This CSS action is foreign to me.

I also found that the small scroll issue was actually the Admin bar height, and that issue goes away if I log out.
